The primary role of the Chief Legal Counsel is to advise and provide legal counsel to leadership and the Board of Directors at Northern Arizona Healthcare. The Chief Legal Counsel is responsible for the following functions and leads the associated departments: Legal, Risk Management and Government Affairs. Chief Legal Counsel is a resource for questions and issues in a myriad of areas of the law including but not limited to: compliance, risk mitigation, employment, contracts, joint ventures, etc.

Responsibilities
Internal Partnership
* Provides legal counsel to executives, directors, departments, and the Board of Directors in a variety of legal topics.
* Researches and evaluates different risk factors regarding business decisions and operations.
* Leads the Risk Management department, including directing its risk mitigation and management strategies, insurance coverages and programs, and resolving disputes directly and through litigation.
* Drafts definitive agreements to facilitate business transactions, joint ventures, relationships with physicians, and resolution of potential claims.
* Provides staff development for the purpose of educating others on their legal responsibilities.
* Develops and leads legal strategy to promote and protect the company's matters.
* Prepares and presents effective written and oral reports, recommendations, policies, and procedures.
* Applies effective risk management techniques and offers proactive advice on possible legal issues, including on matters of general and professional liability, human resources and labor relations, highly regulated clinical functions, and others.
Legal Representation
* Stays apprised of important changes in local, state and federal law and regulations affecting healthcare delivery, as well as management and operations of healthcare systems.
* Reviews, edits, and creates documents for the purpose of conveying information to both internal and external entities in a legally compliant manner.
* Coordinates the defense and/or prosecution of all litigation and claims.
Workforce Development/Leadership
*Leads, guides, and mentors the professional staff of NAH Legal, Risk Management, Government Affairs.
* Mentors and guides Deputy Legal Counsel/VP of Government Affairs and other leaders and directors to ensure NAH compliance with federal and state laws and regulations.
* Supports and collaborates with other NAH departments and professional staff including Administration, Human Resources, ACO and Risk-based Programs, Communications, Medical Affairs and other department and service lines as appropriate.
* Assigns projects and tasks to departments and professional and support staff to support the efficient management and resolution of legal, compliance, and business matters.
* Evaluates the performance of legal staff in accordance with established performance standards, goals, job responsibilities and assigned functions; provides ongoing performance feedback and annual written performance evaluations; and identifies and nurtures those capable of performing at higher levels.
Communication
* Provides timely legal, compliance, and risk-mitigation direction to NAH leadership, including the Board of Directors.
* Engages outside legal counsel as appropriate and necessary to promote compliance, mitigate risk, and facilitate business transactions across NAH while controlling legal costs.
* Represents NAH, and its mission and values, in interactions with opposing and outside counsel, claimants, prospective business partners, and the courts.
Compliance/Safety
* Responsible for reporting any safety-related incident in a timely fashion through the Midas/RDE tool; attends all safety-related training programs; performs work in a safe manner; monitors work environment for possible safety issues and ensures others are also performing work in a safe manner.
* Continually remains knowledgeable of applicable Federal, State, and Local laws and regulations; regulatory standards; the organization’s policies and procedures; and the Code of Conduct to ensure adherence in a manner that reflects honest, ethical and professional behavior.
* Completes all company mandatory modules and required job-specific training in the specified time frame.
* Stays current and complies with state and federal regulations/statutes and company policies that impact the employee's area of responsibility.
* If required for the position, ensures all certifications and/or licenses are up-to-date and valid prior to expiration dates.
Qualifications
Education
Juris Doctor Degree- Required
Experience
Knowledge of applicable city, state and federal laws and legislative processes - Required
Knowledge of healthcare law and regulations - Required
Minimum of ten (10) years of legal experience, to include substantial experience in healthcare law, contracts, non-profit organizations and commercial transactions - Required
Minimum of five (5) years management experience - Preferred
Certification & Licensures
License to practice law in the state of Arizona- Required
Healthcare is a rapidly changing environment and technology is integrated into almost all aspects of patient care.
